The change in the aspect of the environmental is startling . What has happened is that a few people can become millionaires from the streets , in spite of the fact that they did not have special skills to make a living and regular dwelling just own a rough pedicab that was their only property .
Recently , if you crouched over and passed through in a corner of street , you could see an old man about 70 years old whose name was Jack Blair who was squatting on the floor , and relaxing with a cigarette in his hand . In the short run , it just enough to earn his crust . But he did not feel bitter from his physical labour , he just picked up the trash as far as he could see . Consistently , he worked in the same way all day long . At the same time , few people took it to their advantage , because government did not face and deal with this problem . They had time and found their treasure on the street , struck it rich .
When people were surprised how could they be , the media started to report their stories . Most people wanted to know the reason . They found that there are no secrets under the sun . The police did not dispersed them . They just did their hobby .
After a deep sigh , he said " now most scavengers were forced to retire because of the government's policy on enviromental protection . It was hard to find enough recycle material to make money . Or the government department hired some workers to collect all recycling . On the other hand , the new regulations will work well for government workers . To some country countries , those workes can get basic salary plus bonus of one third of their monthly average salary , so workers rarely strike .
